Overview
The Incumbent Worker Training (IWT) program, administered by the Montana Department of Labor and Industry, is a workforce development grant that subsidizes training for incumbent workers—defined as individuals employed at least 20 hours per week for a minimum of six months by a Montana private-sector organization. The program is designed to preserve existing jobs for Montana residents by enabling employers to invest in the skill development of their current workforce. Eligible organizations are private-sector, for-profit or non-profit entities operating predominantly year-round, meaning at least 11 months of consecutive operation. Public, seasonal, and non-paid workers or volunteers are not eligible. The grant offsets a portion of training costs, and employers must demonstrate that the training will increase workers' skill levels, lead to promotions or wage gains, or expand market reach and revenue. Applications must generally be submitted at least 14 days prior to the start of training and must be approved before training begins. There is no application fee. The program reflects a targeted investment in Montana's private-sector workforce, with an emphasis on measurable outcomes that strengthen both individual careers and organizational capacity.
